Kopia by default backs up symbolic links, but not their contents. If you want to backup the contents, backup the original directory. But yes, it will restore the symlink.
You are talking Windows, I know nothing about windows. On linux and MacOS, they automatically and by default get backed up, all of mine are and I did not tell it to. Sorry, no idea as I don’t do Windows.
