My repository server had an unexpected power outage and ever since I’m unable to modify policies. Modifying a normal policy just duplicates it, and both duplicates have none of the changes applied. Modifying the global policy gives me the error “Error saving policy: internal server error: unable to set policy: unable to delete previous manifest: access denied”. I’ve tried clearing the cache on the server and the client, and completely uninstalling the client and removing all files and reinstalling.
So I figured it out but will leave this up for anyone else, date went wonky on my repo server and for some reason ntp wasn’t working. Setting the right date on the server fixed everything.
